Organizational Context
General Background of Project:

Established in 1950, the Office of the United Nations High Commissioner for Refugees is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. In more than five decades, UNHCR has helped more than 50 million people restart their lives. Today, UNHCR staff in more than 120 countries continue to help and protect millions of refugees, returnees, internally displaced and stateless people.

Education is an integral part of protection for persons of concern to UNHCR, over 50% of whom arc children. The Education Section in UNHCR's Division of Resilience and Solutions (DRS) provides operational support, policy direction, and strategic guidance to field operations. The provision and expansion of access to quality education for refugees is among the protection priorities for the United Nations High Commissioner for Refugees (UNHCR). However less than 50% of refugees have access to quality education worldwide.

UNHCR seeks to increase and enhance access through leveraging technological and pedagogical advances, including expanding Connected Education programming. In 2018, UNHCR is collaborating with Google.org and Learning Equality to enhance the usability of Kolibri in Jordan in community learning centers. Kolibri is an educational platform that will empower users to create, curate, share, and learn from diverse forms of openly licensed content, for communities who don't have Internet access (see the product overview deck for more info). This partnership also aims at creating several public goods including mapping available digital content to 2-3 country curriculums, developing tools for automating curricular alignment, and developing digital content standards for ministries and for education in emergency contexts. 
Functional Statement

Objectives: 

- Conduct a mapping for Jordan that matches digital content resources to the Ministry of Education     curriculum; 
- Develop a report of the mapping process, outlining the steps required, stakeholders engaged, and any obstacles that occurred.

Functional Statement: 


Responsibility (process and functions undertaken to achieve results) 
- Address all technical issues related to curriculum alignment including conducting prior research, developing a project planning, conducting the mapping and reporting on all related aspects
- Support countries in the convening partners and securing support for the mapping of digital resources within their context
- Liaise with the Ministry of Education officials throughout the curriculum mapping process
- Ensure that consistent and technically sound recommendations are drafted regarding steps and guidelines for curriculum mapping
- Advise UNHCR on new advances and tools that might aid alignment of digital resources
- Share lessons learned from other countries and governments, UN and NGO responses to curriculum alignment and mapping
- Ensure active exchange of information and best practices among those involved in the Kolibri initiative.

Monitoring and Progress Controls (report requirements, periodicity, formal, deadlines):

- 1 Jordanian digital-content curriculum map is produced and promising practices for alignment tools are compiled;
- Specific guidance is developed on the process of mapping;
- Knowledge management is enhanced through regular updates to the UNHCR and Kolibri
teams
The Final Product: 
- Kolibri OER content is fully mapped to the secondary Jordanian national curriculum with a particular focus on STEM and life skills. A report on the mapping process and challenges will be provided.

Essential Minimum Qualifications and Professional Experience
- Master’s degree in ICT or Education;
- A background in education and knowledge of educational technology will be an advantage;
- 7 years of proven experience with EdTech programming;
- At least 3 years of providing support to geographically distant programmes and being able to manage support requests virtually as well as in person;
- Experience working in harsh environments;
Desirable qualifications & competencies
- Excellent team work and problem-solving skills;
- Demonstrated experience and skills in facilitation and designing and delivering trainings;
- Demonstrated experience conducting data collection for monitoring and reporting;
- Solid writing skills and an understanding of project management cycle and programme management in complex emergencies;
- Fluency in English.
- Knowledge of Arabic or French will be an added asset
- Strong organizational, interpersonal, verbal and written communication skills;
- Exceptional abilities in multi-tasking effectively, managing own workload and balance competing priorities, reporting lines and deadlines;
- Advanced interpersonal skills he/she must be able to relate well with others, dictate responsibilities, offer support and constructive feedback;
- Must have excellent problem-solving skills. He/she must be able to adeptly and quickly solve problems as they come up;
- Some experience in working with internet connectivity or in a telecommunications setting is desirable.
Operational Context
Overall purpose and Scope of Assignment:

To support UNHCR and Learning Equality in effectively mapping open and available digital content to ministry of Education curriculum in Jordan. The Digital Curriculum Consultant will act as the focal point for curriculum mapping in country offices, including the Ministry of Education. This will include liaising with key contacts within the ministry, education service providers, UN partners, and digital content providers to inform the curriculum map.

The Consultant will be responsible for producing country content maps, as well as producing a report outlining the process and related obstacles. This report will help frame the bases for discussions on how to streamline the alignment process. The consultant's support will cover a range of inter-connected and inter-sectoral issues as they relate specifically lo Connected Education, including but not limited to community-based design options, considerations for effective EdTech integration, and ensuring inclusive and safe learning environments for displaced learners.
